the possibility of a catastrophic failure of the Mosul Dam has alarmed American officials, who have concluded that it could lead to as many as 500,000 civilian deaths by drowning Mosul under 65 feet of water and parts of Baghdad under 15 feet

And of course we learn:

a U.S. reconstruction project to help shore up the dam in northern Iraq has been marred by incompetence and mismanagement.

but I mean, duh-huh, build a damn dam on gypsum, that dissolves in water ? And I forget the number of lbs/gallons/whatever, but they have friggen pumps running 24/7 who's job is to pump grout in to fill the sink holes ? Geeze. Maybe the flood would be for the better...

Sure, blame the US, but this wasn't something they broke, designed, or whatever. Maybe failed to maintain, if anything. It's a clusterfsck the US inherited.

The Iraqi engineers created this problem by building a dam on an unstable location.  But I also subscribe to the four year old in a china store policy: you break it you buy it.

Until the U.S. hands over power to regional authorities, it's their responsibility.

the iraqi irrigation system worked fantastically well throughout antiquity and right up into the middle ages.

and then the mongols came.

and it ain't worked quite right ever since then.
