A nice community...oh wait...she's thought of that.  Gap year.  Waiting tables.  Maybe two years.

I read Consider Phlebas.

It was a decent read, but it didn't inspire me to move on to any other Culture books.

Player of Games is the best intro to the Culture books. If you don't enjoy that one the rest aren't for you.

And if you get her into an Academy, there's no money cost for you. But even ROTC can be a low cost college option too.

While military service is certainly honorable, there is a shooting war still going on.  You'd be insane to join right now unless you are enthusiastic to see combat and have some PTSD.

that's one of the nice things about the navy -- not a lot of time spent slugging a M4 Carbine around.

I don't think the blue water navy is necessarily a remedy for avoiding combat.  My father joined the Air Force for duty in 1968...ended up a medic at an Air Force base at Da Nang.  The base was shelled a lot and he saw things he won't talk about even today.

One of my interpreters in Haiti was a Boatswain's Mate who was dumb enough to put high school French in his record jacket.
