For them to say: Fuck you guys, it's out cultural right to hunt and eat whales, it's international waters, we will do whatever we want.

Than the sleazily "we need to do some research" lie? I mean, what do the policy makers say to the voters? That they need to do research, or that they plan to lie to the world about needing to do research to be able to get the whale meat? Needing to lie to get what you want is weak fighting honestly for what you want, against all odds, is strong.

Would you vote for a government of pathetic liars, or a honest government who fights for what he believes in?

But by calling it "research" they're whaling without being in violation of the IWC terms and therefore no embargo against Japanese products can be instigated on the grounds of said whaling.

That the policy makers say to the voters "Fuck those round-eyes, it's our cultural right to hunt and eat whales." You presuppose that the internal and external propaganda are consistent. I mean, they already feed their infants on the still beating hearts of our soul-brethren, the mighty whale-gods, so how low would they sink?
