...do not make sense on this project. But in that case, the moon was not on the table, and data support the lunar request not supplied. Or so I'm told. I may be an expensive mushroom.

The person in questions believes that the data to plan for the lunar procurement mission should have been requested with the appropriate forms in triplicate. And a form explaining why the Paperwork Reduction Act of 1976 should be ignored in this case. It's a mess. Especially when the mission isn't for moon procurement anyway - just a largish satellite that broadcasts interesting radio shows to an obscure part of the world.
