The person in questions believes that the data to plan for the lunar procurement mission should have been requested with the appropriate forms in triplicate. And a form explaining why the Paperwork Reduction Act of 1976 should be ignored in this case. It's a mess. Especially when the mission isn't for moon procurement anyway - just a largish satellite that broadcasts interesting radio shows to an obscure part of the world.
