I wonder if it would help if (a) the vote to FP box were directly below the diary instead of in the sidebar, so you'd have to see it when scrolling down to the comments, or (b) there was some kind of counter of "X users have voted this story to FP" to draw attention to it, and encourage people to vote either way, the same way that rating comments will sometimes encourage other people to rate them too. When x number of people have voted, it makes a descision. If y-z (where y is yes votes and z is no votes) is > p then the an offer is made to the author to put it on the front page. x number of people have to vote before the offer is made.
